Recognizes July 27 as National Korean War Veterans Armistice Day and requires that the National League of Families' POW/MIA flag be flown by public entities on that date. Specifies the third Friday in September as National POW/MIA Recognition Day.

Washington state guard –
Allows the Adjutant General to extend the age of service for members of the Washington State Guard. Extensions are for a one-year duration and may be renewed until age 68.

Permits veterans discharged under honorable conditions and individuals serving on active duty in the United States armed forces to purchase a military service award emblem for display on license plates. Makes the following military service award emblems available: Distinguished Service Cross, Navy Cross, Air Force Cross, Silver Star medal, and Bronze Star medal.

Requires certain health professionals to complete training in suicide assessment, treatment, and management as part of their continuing education requirements.

Removes provisions specifying when tickets for the veterans' raffle must go on sale and when the drawing must occur.

Military spouses & partners –
Allows the spouse or registered domestic partner of a service member to place a license regulated by the Department of Health or the Department of Licensing on inactive status when the service member is deployed or stationed outside of the state.
